Physicians Formula works great! Since I tryed it, that is all that I use. My face used to break out all the time, but now it stays clear since I been using this make up.
I use the Foundation, Blush, and Finishing Veil. You can get all them together for $20.

As I keep saying, the best way is to keep trying these products out. If you do not want to overspend on makeup that you may end up not liking after one try, this is one of the reasons why beauty counters' testers can come in handy. If you are not too squeamish that is.
At your age, your skin still undergoes many changes because of hormonal fluctuations, etc. A face powder (mineral or otherwise) may not be the pure solution. In some cases, it may even aggravate your skin condition (ie clogged pores that lead to acne). Have you asked your dermatologist for advice?
Also, please consider some of the following questions. Do you consume lots of sugary, oily/creamy/fatty foods? Are you active in any sports? Are you a couch potato of sorts? Do you sleep very late? If you answer yes to any or all of these, then face powders can only do so much (if at all).
If you are active in sports, just clean your face with a good cleanser first and a cooling toner before applying face powder or any make-up. This can help keep the oiliness in check.
If it is because of consuming plenty of sugary and/or oily foods and/or sleeping very late, then clearly you must control these bad habits first. Otherwise, your face will always be greasy even under a ton of powder.
If you answered no to the basic questions above, then perhaps it is simply a case of teenage hormones acting up. Consult your dermatologist first so you can determine which face powder will not harm your delicate skin.
